Inner glass surface condensation is not the same as mist between the panes. This is moisture from room air condensing on cold glass. Condensation on the outer pane in cold weather
A well-insulated low-emissivity outer pane is cold because heat cannot pass through it. External moisture settles on the cold surface. This is not a fault – it is evidence of high window insulation.

Surface condensation: can be wiped away with a hand or cloth. Condensation between the panes: inside the glazing unit, impossible to wipe. The latter requires glazing unit replacement.
